Preheat oven to 350°F (175°C). Line a muffin tin with 12 paper liners.
In a large bowl, combine melted butter and 1/2 cup of sugar. Beat in the eggs, one at a time, then stir in the vanilla extract.
In a separate bowl, whisk together the flour, baking powder, and salt. Gradually add the dry ingredients to the wet ingredients, stirring until just combined.
Fold in the chocolate chips.
Spoon the batter into the prepared muffin tin, filling each cup about 3/4 full.
In a medium bowl, combine the cream cheese and 1/4 cup sugar. Beat until smooth. Drop spoonfuls of the cream cheese mixture onto the top of each cupcake.
Bake for 18-20 minutes until the cupcakes are golden brown and a toothpick inserted into the center comes out clean.
Allow cupcakes to cool before serving.
