In a medium bowl, combine the shrimp, garlic, ginger, soy sauce, sesame oil, green onions, and white pepper. Mix together until everything is evenly combined.
Take a wonton wrapper and spoon a heaping teaspoon of the shrimp mixture into the center. Wet your finger with water and dampen all of the edges of the wonton wrapper.
Fold the wrapper in half, pressing the edges together to seal. Place the filled wonton on a plate or tray and repeat with the remaining wrappers and filling.
