Preheat oven to 350 degrees F (175 degrees C). Grease an 8x8 inch baking pan.
In a large bowl, mix honey, brown sugar, oil, water and vanilla. Stir in oats, nuts, wheat germ, sunflower seeds, raisins and cranberries until evenly distributed.
Press evenly into the prepared pan.
Bake for 25 to 30 minutes in the preheated oven, until golden brown. Cool in the pan for at least 10 minutes before cutting into bars.
