In a large bowl, combine the ground pork, scallions, garlic, ginger, salt, pepper, and soy sauce. Mix until combined.
Lay out a wonton wrapper and place a heaping teaspoon of the pork mixture in the center. Wet the edges of the wrapper with water, then fold the wrapper in half, pressing the edges together to seal.
Repeat with the remaining wrappers and pork mixture until all of the wontons are filled.
Heat the vegetable oil in a large skillet over medium-high heat. Add the wontons to the skillet and fry for about 3 minutes, or until golden brown.
Serve hot with soy sauce or your favorite dipping sauce.
