In a medium bowl, mix together melted butter, sugar, and 1/4 cup flour. Reserve.
In a large bowl, combine blueberries, 1 teaspoon cinnamon, 1/4 teaspoon nutmeg, and light brown sugar. Toss to coat.
Roll out one piece of pastry into a 10-inch round. Place into a 9-inch pie pan. Pour berry mixture into pastry shell.
In a small bowl, mix together 1/4 cup cold butter, 1/4 cup flour, 1/2 teaspoon cinnamon, and 1/4 teaspoon nutmeg. Cut in butter with a pastry blender until mixture resembles coarse crumbs. Sprinkle over berry mixture.
Roll out remaining pastry into a 10-inch round. Place over berry mixture. Pinch edges of pastry together. Cut several slits in top of pastry to allow steam to escape.
Brush top of pastry with reserved butter mixture. Sprinkle with sugar.
Bake in preheated oven for 40 to 50 minutes, or until top is golden brown.
