Directions
In a medium bowl, combine the beef, soy sauce, sesame oil, garlic, and ginger. Set aside to marinate for 10 minutes.
In a small bowl, whisk together the chicken broth, hoisin sauce, oyster sauce, red pepper flakes, black pepper, and sugar. Set aside.
Heat a large wok or skillet over high heat. Add the vegetable oil and the beef. Cook, stirring often, until the beef is cooked through, about 3-5 minutes.
Add the carrots, bell peppers, and onion. Cook, stirring often, until the vegetables are tender, about 3-5 minutes.
Add the lo mein noodles and the sauce. Cook, stirring often, until the noodles are heated through and the sauce is thickened, about 3-5 minutes.
Stir in the green onions and serve.
