In a large skillet over medium heat, cook the ground beef, onion, garlic powder, oregano, pepper, and salt until the beef is no longer pink. Drain off any excess fat.
Lay the tortillas on a flat surface. Place 1/4 cup of the beef mixture in the middle of each tortilla and top with 2 tablespoons of cheese. Fold the tortilla in half and press down the edges to seal.
Place the parcels on a greased baking sheet and bake for 15 minutes.
Serve with salsa.
