In a medium saucepan, melt butter over medium heat. Add flour and stir until smooth. Slowly add milk, stirring constantly. Simmer until thick and bubbly, stirring constantly. Remove from heat and stir in cheese, garlic powder, onion powder, paprika, salt and pepper.
Stir in mashed potatoes. Pour into an ovenproof baking dish.
Bake for 20 minutes or until heated through.
Serve with freshly cut potatoes, crackers, or chips.
