In a large pot, heat the oil over medium-high heat. Add the beef and onion and cook until the beef is browned and the onion is softened. Add the garlic and cook for 1 minute.
Add the paprika, caraway seeds, salt, pepper, and tomato paste and stir to combine. Add the beef broth and bring to a boil. Reduce the heat to low and simmer for 15 minutes.
Add the potatoes and simmer for an additional 15 minutes, or until the potatoes are tender. Stir in the sour cream and parsley and serve.
