Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9 inch round cake pan.
In a medium bowl, combine flour and baking powder. In a large bowl, cream butter and sugar until light and fluffy. Beat in vanilla and eggs. Add the dry ingredients alternately with the milk. Stir in nutmeg, raisins, walnuts and candied fruit.
Pour batter into prepared pan. Bake for 25 minutes in the preheated oven, or until a toothpick inserted into the center of the cake comes out clean. Allow cake to cool for 10 minutes before removing from the pan.
In a medium bowl, whip cream until stiff. Spread over the top of the cooled cake.
