Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x13 inch pan.
In a medium bowl, cream together the butter and brown sugar until light and fluffy. In a separate bowl, sift together the baking powder, baking soda, salt, flour, cinnamon and nutmeg. Add the dry ingredients to the creamed mixture alternately with the buttermilk and vanilla extract, mixing until just blended.
Spread the batter into the prepared pan. Sprinkle the toffee bits evenly over the top of the cake.
Bake for 30 to 35 minutes in the preheated oven, or until a toothpick inserted in the center of the cake comes out clean.
Cool completely before serving.
