Preheat oven to 375°F. Line a baking sheet with parchment paper.
In a large bowl, combine the chicken wings, cornstarch, garlic powder, onion powder, smoked paprika, chili powder, salt, and pepper. Toss to coat evenly.
Arrange the wings on the prepared baking sheet in an even layer. Bake for 30 minutes.
Meanwhile, in a small saucepan over medium heat, combine the soy sauce, honey, rice vinegar, ketchup, brown sugar, sesame oil, and red pepper flakes. Bring to a simmer and cook for 5 minutes, stirring occasionally.
When the wings have cooked for 30 minutes, remove from the oven and brush each wing with the sweet and sour sauce. Return to the oven and bake for an additional 10 minutes.
Serve the wings warm with the remaining sauce.
