Cut the zucchini in half lengthwise and scoop out the seeds. Place the zucchini halves in a baking dish.
Heat the olive oil in a large skillet over medium heat. Add the onion and cook until softened, about 5 minutes. Add the ground beef and cook until no longer pink, about 10 minutes. Stir in the cumin, oregano, garlic powder, salt, and pepper.
Stir in the tomato sauce and cook for 2 minutes. Spoon the mixture into the zucchini boats. Top with the mozzarella and Parmesan cheese.
Bake for 30 minutes, or until zucchini is tender.
Serve warm.
