In a medium bowl, combine the cooked beef mixture, cooked rice, Parmesan cheese, and mozzarella cheese. Mix until well blended.
Fill each pepper with the beef mixture, then place the peppers in a baking dish. Pour the tomato sauce over the peppers and bake for 25 minutes, or until the peppers are tender.
Remove from the oven and serve hot.
