In a medium bowl, mix together the tomatoes, black beans, red onion, bell pepper, jalapeno pepper, garlic powder, cumin, chili powder, salt and pepper.
Heat the vegetable oil in a large skillet over medium-high heat.
Place one of the tortillas in the skillet and sprinkle half of the cheese blend over the top. Spread the prepared vegetable mixture over the cheese and top with the remaining cheese.
Place the second tortilla on top and press down lightly. Fry for 2-3 minutes per side, or until golden brown and the cheese is melted.
Carefully flip the quesadilla and fry the other side for 2-3 minutes, or until golden brown and the cheese is melted.
Remove from the heat and let cool for a few minutes before slicing into wedges.
