In a large skillet over medium-high heat, heat the oil. Season the beef cubes with salt and pepper, then add to the skillet and brown on all sides. Sprinkle the flour over the beef and stir to coat.
Transfer the beef to the slow cooker. Add the garlic, beef broth, Worcestershire sauce, thyme, oregano and bay leaves to the slow cooker and stir to combine. Add the carrots, celery, onion and potato and stir to combine.
Cover and cook on low for 8 hours or on high for 4 hours, or until the beef and vegetables are tender.
Remove the bay leaves before serving.
