In a medium saucepan, combine the sweetened condensed milk, chocolate chips, and salt. Heat over medium heat, stirring constantly, until the chocolate chips are melted and the mixture is smooth.
Remove from heat and stir in the pecans and vanilla extract.
Line a baking sheet with parchment paper.
Drop the mixture by tablespoonfuls onto the parchment paper.
Drizzle the caramel sauce over the top of each turtle.
Allow to cool completely before serving.
