Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x13 inch pan.
In a large bowl, sift together the flour, sugar, cocoa, baking soda, baking powder and salt. Make a well in the center and pour in the eggs, buttermilk, oil and vanilla. Mix until smooth.
Stir in the sour cream and chocolate chips. Pour batter into prepared pan.
Bake for 30 to 35 minutes in the preheated oven, or until the top of the cake springs back when lightly touched.
Let cool in the pan for 10 minutes, then turn out onto a wire rack and cool completely.
