Preheat oven to 375°F. Place garlic cloves on a piece of aluminum foil and drizzle with 1 tablespoon of olive oil. Wrap the garlic in the foil and place in the oven. Roast for 15 minutes.
Heat remaining olive oil in a large pot over medium heat. Add onion and potatoes and cook for 5 minutes, stirring occasionally.
Add vegetable broth, oregano, thyme, salt, and pepper. Bring to a boil, then reduce heat and simmer for 20 minutes, or until potatoes are tender.
Remove the roasted garlic from the oven and add it to the pot. Use an immersion blender to blend the soup until desired consistency is reached.
Stir in cream and smoked salmon. Simmer for an additional 5 minutes.
Serve warm.
