In a separate medium saucepan, heat the olive oil over medium heat. Add the black beans, cumin, chili powder, garlic powder, onion powder, salt, and pepper and stir to combine. Cook for 3 minutes, stirring occasionally.
Add the cooked rice to the black bean mixture and stir to combine. Cook for an additional 3 minutes.
Stir in the cilantro and remove from the heat. Serve warm.
