In a medium bowl, combine the crispy rice cereal, butter, brown sugar, vanilla extract, and salt. Mix until everything is evenly combined.
Press the mixture into the bottom of an 8x8 inch baking pan. Bake for 10 minutes, or until golden brown.
Allow the crust to cool completely before adding the ice cream. Spread the ice cream over the cooled crust and place in the freezer for at least 2 hours.
In a small saucepan, melt the chocolate chips and heavy cream over low heat, stirring constantly. Once the mixture is melted and smooth, pour it over the ice cream.
Return the pan to the freezer for another 2 hours, or until the chocolate has set.
