Add pumpkin puree and mix until combined. In a separate bowl, whisk together flour, baking powder, baking soda, pumpkin pie spice, and salt.
Add the dry ingredients to the wet ingredients and mix until just combined. Add milk and mix until combined.
Pour batter into prepared muffin tin, filling each cup about 2/3 full. Bake for 18-20 minutes or until a toothpick inserted into the center of a cupcake comes out clean.
Allow cupcakes to cool completely before frosting.
