Preheat oven to 350 degrees F (175 degrees C). Line 12 muffin cups with cupcake papers.
In a medium bowl, mix together the flour, baking powder and salt. Set aside.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Beat in the flour mixture alternately with the milk; mix until just incorporated. Divide the batter evenly among the cupcake liners.
Bake in preheated oven for 18 to 20 minutes, or until a toothpick inserted into the center of a cupcake comes out clean. Let cool in the pans for 10 minutes, then remove to cool completely.
Sprinkle the cupcakes with sparkling sugar before serving.
