Directions
Preheat oven to 375°F.
In a large bowl, combine grated potatoes, garlic powder, onion powder, oregano, basil, salt, pepper, Parmesan cheese, and flour. Mix until well combined.
Line a baking sheet with parchment paper. Pour olive oil onto the parchment paper and spread with a spoon or spatula to cover the surface.
Dump the potato mixture onto the parchment paper and spread out into a flat circle, about a 1/4" thick. Bake for 20 minutes until potatoes are golden brown.
Remove the potato crust from the oven and spread tomato sauce on top. Sprinkle with mozzarella cheese and desired toppings.
Return to the oven and bake for an additional 10 minutes until cheese is melted and bubbly.
Let cool for a few minutes before slicing and serving.
