Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9-inch springform pan.
In a medium bowl, cream together the butter and sugar. Beat in the eggs, one at a time, then stir in the vanilla. Combine the flour, baking powder, baking soda and salt; stir into the creamed mixture alternately with the buttermilk.
Spread half of the batter into the prepared pan. In a small bowl, combine the pecans, brown sugar, corn syrup, cinnamon, nutmeg and melted butter. Spread over the batter in the pan.
Spread remaining batter over the pecan mixture. Bake in the preheated oven for 40 to 50 minutes, or until a toothpick inserted into the center of the cake comes out clean. Let cool in the pan for 10 minutes, then turn out onto a wire rack to cool completely.
