In a large bowl, combine the warm water, yeast and sugar. Let sit for 5 minutes, until the yeast is foamy.
Add the flour, salt and olive oil to the bowl and stir to combine. Knead the dough in the bowl until it is smooth and elastic, about 5 minutes.
Cover the bowl with a damp cloth and let the dough rise in a warm place for 30 minutes.
Preheat the oven to 375°F (190°C). Grease a baking sheet with nonstick cooking spray.
Turn the dough out onto a lightly floured surface. Roll the dough out into a 12-inch (30 cm) circle.
In a small bowl, combine the Parmesan cheese, oregano, basil, garlic powder and black pepper. Sprinkle the cheese mixture over the dough and press it lightly into the dough.
Cut the dough into 12 equal pieces. Roll each piece into a 10-inch (25 cm) long breadstick.
Place the breadsticks onto the prepared baking sheet. Bake for 15 minutes, or until golden brown.
Remove from the oven and let cool before serving.
