In a medium saucepan, combine the orange juice, sugar, honey, and orange zest. Cook over medium heat, stirring constantly, until the mixture comes to a boil.
Reduce the heat to low and simmer for 15 minutes, stirring occasionally.
Remove from heat and stir in the orange liqueur, butter, and pecans. Allow the mixture to cool slightly.
Using a teaspoon or small scoop, form the mixture into balls and place on a waxed paper-lined baking sheet. Refrigerate for at least 2 hours.
Serve chilled or at room temperature.
