Heat a large skillet over medium-high heat. Add ground beef and cook until no longer pink. Drain off fat.
Add onion and bell pepper to skillet and cook until vegetables are softened, about 5 minutes. Add chili powder, cumin, garlic powder, salt, and pepper and stir to combine.
Stir in diced tomatoes and enchilada sauce. Simmer for 5 minutes.
Spread beef mixture in a 9x13-inch baking dish. Sprinkle with 2 cups of cheese.
Sprinkle crushed chips over cheese. Top with remaining 1 cup of cheese.
Bake for 20 minutes, or until cheese is melted and bubbly.
