In a large bowl, combine the ground beef, onion, green pepper, Worcestershire sauce, garlic powder, salt, pepper, cheese, bread crumbs, and milk.
Mix together until all of the ingredients are evenly distributed.
Divide the mixture into 4 equal parts and shape them into round patties.
Place a spoonful of cheese in the center of each patty and then fold the patty in half, making sure to seal the edges so that the cheese won't leak out.
Heat a large skillet over medium-high heat and add a tablespoon of oil.
Add the patties to the skillet and cook for about 5 minutes per side, or until they are cooked through.
Remove the patties from the skillet and place them on the hamburger buns.
Optional: add a slice of bacon to each burger. Serve warm.
