In a large bowl, mix together the pumpkin, 1/2 cup white sugar, brown sugar, cinnamon, ginger, cloves and salt. Stir in eggs, half-and-half, cream, cornstarch and vanilla extract. Pour into the unbaked pie shell.
In a medium bowl, whisk together 1/2 cup white sugar and 2 tablespoons cornstarch. In a separate bowl, beat egg whites until stiff. Gradually add sugar mixture to egg whites and beat until glossy. Gently fold in cream of tartar.
Spread the meringue over the top of the pie. Bake in preheated oven for 40 to 50 minutes, or until the meringue is golden brown.
Allow pie to cool before serving.
