In a large bowl, combine the ground beef, breadcrumbs, Parmesan cheese, parsley, and garlic powder. Mix until well combined.
Form the mixture into 1-inch meatballs and set aside.
Heat the olive oil in a large pot over medium heat. Add the onion, carrots, and celery and cook, stirring occasionally, until softened, about 5 minutes.
