Heat a large skillet over medium heat. Add the ground beef and cook until evenly browned. Drain off any excess grease.
Add the bell pepper and onion to the skillet and cook until softened, about 5 minutes. Add the kidney beans, black beans, diced tomatoes, tomato sauce, chili powder, cumin, garlic powder, salt and pepper. Stir to combine.
Bring the chili to a boil. Reduce the heat to low, cover and simmer for 15 minutes or until the flavors have blended.
