Cut the bottom off the cabbage and remove the core. Place in a large stockpot and cover with boiling water. Simmer for 15 minutes, then carefully remove the leaves and set aside to cool.
In a large skillet, cook the Italian sausage until browned and cooked through. Remove from heat and set aside.
In the same skillet, add the onion and cook until softened. Add the cooked rice, Parmesan cheese, olive oil, garlic powder, Italian seasoning, salt and pepper. Stir until combined and remove from heat.
Lay the cabbage leaves flat and place 2 tablespoons of the sausage and rice mixture onto each leaf. Roll up the leaves and place in a 9x13-inch baking dish.
Pour 1/4 cup of water into the baking dish and cover with aluminum foil. Bake in preheated oven for 30 minutes.
Serve warm.
