In a large skillet over medium heat, cook the ground beef until browned and cooked through, about 5 minutes. Add the onion, bell pepper, jalapeno, and garlic. Cook until vegetables are softened, about 5 minutes.
Add the diced tomatoes, green chiles, chili powder, cumin, garlic powder, onion powder, smoked paprika, cayenne, salt, and pepper. Cook for an additional 5 minutes, stirring occasionally.
Spray a 9x13-inch baking dish with nonstick cooking spray. Place a layer of tortillas in the bottom of the dish. Spread half of the meat mixture over the tortillas. Sprinkle with half of the cheese.
Top with another layer of tortillas and the remaining meat mixture. Sprinkle with remaining cheese.
Bake in preheated oven for 20 minutes. Serve with sour cream and cilantro.
