Heat the olive oil in a large pot over medium heat. Add the onion and garlic and sauté until softened, about 5 minutes.
Stir in the cumin, coriander, turmeric, garam masala, and cayenne pepper. Sauté for 1 minute.
Add the lentils, barley, and vegetable broth and stir to combine. Increase the heat to high and bring to a boil. Reduce the heat to low, cover, and simmer for 30 minutes.
Stir in the frozen peas. Cover and simmer for an additional 5 minutes, or until the barley is tender.
Season with salt and pepper, to taste.
Serve warm.
