Preheat oven to 350 degrees F (175 degrees C). Grease a baking sheet.
In a medium bowl, cream together the butter, sugar, cinnamon, nutmeg, cloves, cardamom, and salt. Gradually stir in the flour and water until a stiff dough is formed.
Roll out the dough on a lightly floured surface to 1/4 inch thickness. Cut into strips 1 inch wide and 12 inches long.
Shape each strip into a horn shape by rolling one end of the strip to the middle, then the other end over it. Place the horns on the prepared baking sheet.
In a small bowl, mix together the cream, vanilla extract, and egg. Brush the horns with the mixture and sprinkle with the walnuts and raisins.
Bake in the preheated oven for 15 to 20 minutes, or until golden brown. Sprinkle with confectioners' sugar and serve.
