In a large bowl, mix together the flour and salt. Cut in the butter until the mixture resembles coarse crumbs. Gradually add the cold water, stirring until a dough forms.
Divide the dough into two equal portions. Form each portion into a ball, wrap in plastic wrap, and refrigerate for one hour.
Preheat oven to 375 degrees F (190 degrees C). Grease a 9 inch pie pan.
Roll out one of the dough portions on a lightly floured surface. Place it in the greased pie pan. Roll out the second portion of dough on a lightly floured surface. Cut it into strips and set aside.
In a large bowl, toss together the apples, white sugar, brown sugar, cinnamon, and nutmeg. Spoon the mixture into the prepared pie pan.
Arrange the reserved strips of dough in a lattice pattern over the top of the pie. Brush the top of the pie with melted butter.
Bake in preheated oven for 30 minutes. Reduce the temperature to 350 degrees F (175 degrees C) and bake for an additional 30 minutes, or until the crust is golden brown and the apples are tender.
