- 1 cup all-purpose flour

Directions
- Preheat oven to 350°F (175°C). Grease and flour an 8 inch round cake pan.
- In a medium bowl, mix together the flour, baking powder, baking soda, and salt. Set aside.
- In a large bowl, beat together the sugar, oil, water, and vanilla until light and fluffy. Slowly add the dry ingredients to the wet, stirring until just combined.
