Bring a large pot of salted water to a boil. Add the orzo and cook according to package instructions.
Drain the cooked orzo and transfer to a large bowl. Add the red onion, cucumber, red bell pepper, yellow bell pepper, feta cheese and parsley and mix to combine.
In a small bowl, whisk together the olive oil, balsamic vinegar, garlic powder, oregano, salt and pepper. Pour the dressing over the orzo mixture and toss to combine.
Serve the orzo salad at room temperature or chilled.
