Preheat oven to 350 degrees F (175 degrees C). Line a 12 cup muffin tin with cupcake liners.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the eggs one at a time, then stir in the vanilla. Combine the flour, cocoa, baking soda, baking powder and salt; stir into the creamed mixture alternately with the buttermilk. Fold in the chocolate chips. Fill each muffin cup with the batter until nearly full.
Bake in the preheated oven for 20 minutes, or until a toothpick inserted into the center of the cupcake comes out clean. Allow to cool in the pan for 10 minutes, then remove to cool completely on wire rack.
To make the frosting, cream together the butter and cream cheese in a medium bowl until smooth. Beat in the confectioners' sugar, one cup at a time, until desired consistency is reached. Stir in the vanilla. Spread the frosting over the cooled cupcakes.
