Preheat oven to 350°F. Line two baking sheets with parchment paper.
In a medium bowl, whisk together the flour, baking powder and salt. Set aside.
In a large bowl, beat together the butter and sugar until light and fluffy, about 3 minutes. Beat in the eggs, one at a time, then beat in the vanilla, espresso powder and liqueur.
With a rubber spatula, fold in the dry ingredients and raisins until just combined.
Drop the dough by rounded teaspoonfuls onto the prepared baking sheets, spacing them 2 inches apart. Bake until the edges are golden brown, 12 to 14 minutes. Transfer to a wire rack to cool completely.
