Ingredients
2 cups all-purpose flour
1 teaspoon baking soda
1 teaspoon baking powder
1/2 teaspoon salt

3/4 cup brown sugar

Directions
Preheat oven to 350 degrees F (175 degrees C). Grease and flour 12 muffin cups or line with paper liners.
In a medium bowl, stir together flour, baking soda, baking powder, salt, cinnamon, and nutmeg. Set aside.
In a large bowl, beat together brown sugar, oil, eggs, and vanilla. Add the dry ingredients to the wet ingredients and mix until combined.
Stir in carrots and walnuts (if using). Spoon into prepared muffin cups, filling almost to the top.
Bake in preheated oven for 20 to 25 minutes, or until a toothpick inserted into center of a muffin comes out clean.
Remove from oven and let cool in pan for 5 minutes before transferring to a wire rack to cool completely.
