In a large pot, heat the oil over medium-high heat.
Add the beef and cook until browned, about 5 minutes.
Add the onion and garlic and cook until the onion is softened, about 3 minutes.
Add the potatoes, carrots, celery, beef broth, red wine, tomato paste, Worcestershire sauce, thyme, rosemary, bay leaf, and salt and pepper. Bring to a boil.
Reduce the heat to low and simmer, covered, for 45 minutes.
Uncover and simmer for 15 minutes more, or until the beef and vegetables are cooked through and the sauce has thickened.
