Preheat oven to 350 degrees F (175 degrees C). Grease a 9x5 inch loaf pan.
In a medium bowl, whisk together the flour, baking powder, baking soda, salt and cocoa powder. Set aside.
In a large bowl, stir together the butter, buttermilk, sugar, vanilla and egg until combined. Add the dry ingredients to the wet ingredients and stir until just combined.
Fold in the mini chocolate chips. Pour the batter into the prepared pan.
Bake in the preheated oven for 30 minutes, or until a toothpick inserted into the center comes out clean.
Allow to cool before slicing and serving.
