In a large bowl, combine soy sauce, sesame oil, garlic, ginger, honey, ketchup, rice vinegar, black pepper, and red pepper flakes (if using). Whisk to combine.
Add chicken wings to the bowl and toss to coat. Place wings on a baking sheet lined with parchment paper.
Bake wings for 30 minutes, flipping once halfway through.
Remove wings from oven and brush with remaining sauce. Return to the oven and bake for an additional 10 minutes.
