In a medium bowl, mix together melted butter,brown sugar, cinnamon, and nutmeg. Stir in flour, sugar, cornstarch, salt, and walnuts until a crumbly dough is formed.
Add cold butter pieces and mix until incorporated.
Press half of the dough into the bottom of an ungreased 8x8 inch baking dish.
In a small bowl, mix together apple jelly and caramel topping. Spread over the dough in the baking dish.
Sprinkle apples over the caramel layer.
Sprinkle remaining dough over the top of the apples.
Bake for 20-25 minutes, or until the top is lightly browned.
Remove from oven and let cool before serving.
