Melt the butter in a large pot over medium heat. Add the onion, garlic, bell pepper, and jalapeno pepper. Cook until the vegetables are softened, about 5 minutes.
Stir in the flour and cajun seasoning, and cook for 1 minute.
Gradually stir in the vegetable broth and heavy cream. Bring to a boil, then reduce the heat and simmer for 15 minutes.
Stir in the crab meat and parsley, and cook for 5 minutes.
Season with salt and pepper, to taste.
Serve hot.
