Directions
- In a medium bowl, whisk together the flour, baking powder, salt, and cayenne pepper.
- In a separate bowl, whisk together the cold water and cornstarch.
- Add the wet ingredients to the dry ingredients and whisk until a smooth batter is formed.
- Add the shrimp to the batter and stir to coat.
- Preheat the air-fryer to 350°F.
