Bring a large pot of lightly salted water to a boil. Add tortellini and cook for 8 to 10 minutes or until al dente; drain.
Meanwhile, heat olive oil in a large skillet over medium heat. Add onion, mushrooms, carrots, and peas. Cook and stir for 5 minutes, or until vegetables are tender.
In a medium saucepan, melt butter over medium heat. Add garlic, and cook for 1 minute. Stir in flour until smooth. Gradually stir in milk, and cook, stirring constantly, until mixture is thick and bubbly.
Add salt and pepper. Stir in Parmesan cheese until melted. Reduce heat to low, and simmer for 2 minutes, stirring occasionally.
Add cooked tortellini and vegetables to sauce, and stir to combine.
Cook for 5 minutes, or until heated through.
