Preheat oven to 350 degrees F (175 degrees C). Grease cookie sheets.
In a medium bowl, whisk together the flour, baking soda and salt. Set aside.
In a large bowl, cream together the butter and sugars until smooth. Beat in the eggs one at a time, then stir in the vanilla. Gradually blend in the dry ingredients. Divide dough in half, and shape into two logs. Wrap each log in waxed paper, and refrigerate for at least one hour.
Slice the logs into 1/4 inch thick slices and place on the prepared cookie sheets. Bake for 8 to 10 minutes in the preheated oven, or until golden. Cool on wire racks.
To make the icing: In a medium bowl, mix the confectioners sugar and milk until smooth. Drizzle over cooled cookies.
